I really don't see any other option than for you to target one of them: hopefully one of them is actually a cultist though and we can deduce which one it is...

OK, I sent in to charm Sanite. This is actually getting kinda close, since the scum factions certainly won't be attacking each other right now... gotta hope for a good day/night cycle.
