What happens if a kill is blocked and there is no lynch during day. Who gets to kill at night?

Last wills but not death notes will be allowed. In the case of a rb kill priority will remain except in the case of a perpetual block in which kill priority will be transferred to the veteran to prevent stalemating

If the right amount of votes are pm'd to you to lynch are people able to retract them after the lynch amount has been reached?
